First and foremost, let thank Thmey Thmey for a very interesting article that tells the world how Cambodian officials have lost all common sense in governing the country. In the City of Tonlé Buon Mouk, there is only a very small step between the lack of common sense and incompetence and corruption combined together.

When you finish reading the Thmey Thmey article in the link below, it would be fair and square to estimate that your students have more brain than these officials as they would never dare present such a poor reasoning and argument in their academic papers.

The man and the ministry are so topsy-turvy that an image of anarchy, incompetence and corruption in the construction industry/business is no longer a watermark but openly exposed by themselves: incompetence in the ministry in delivering of constructions permits and monitoring and control of construction; incompetent and corrupted officials letting the owners or builders do whatever they want to do; nobody enforce the construction codes and building codes… In other words, the man and the ministry are either useless or too small, too weak and too incompetent to handle the giants in the construction industry/business that is owned by the autocrats who rule the country and enrich themselves shamelessly and disgracefully.

Any violation of construction and building codes is a disaster waiting to happen. The main question is only “when”.
